*An educational film about the history of flood prevention at the Kuzuryuu river in Japan. In the Meiji Era, the villages along the Kuzuryuu river keep getting plagued by floods. The villagers pray for them to stop but nothing changes. However, a young boy who lost his childhood friend in the floods grows up into a man and decides to take matters into his own hands. He starts constructing an embankment which leads to a large project involving several villages along the river.
